KEYNOTE SPEAKER – 2015

David Garman, Decker, Garman, Sullivan

david-garmanDavid Garman is the former Under Secretary of Energy at the U.S. Department of Energy. Prior to his service as Under Secretary, Garman served as the Assistant Secretary for Energy Efficiency and Renewable Energy. Both of these positions required Presidential nomination and Senate confirmation, and Garman was twice unanimously confirmed by the U.S. Senate.

While serving at the Department of Energy, Garman played a key role in developing and implementing major Presidential energy and technology initiatives, including FreedomCAR and the Advanced Energy Initiative. He has testified before Congress 47 times, and represented the United States Government at key international meetings and negotiations including the United Nations Framework Convention on Climate Change, the World Summit on Sustainable Development, and the International Conference for Renewable Energy.

Garman was twice awarded the Department of Energy’s highest award, the Secretary’s Gold Medal, as well as the Alliance to Save Energy’s highest award, the Charles Percy Award for Public Service. He was also awarded the 2003 “E-Visionary” award by the Electric Drive Transportation Association for his leadership in advancing electric drive vehicle technologies, and the 2005 Energy Efficiency Award from the United States Energy Association. In 2008 Garman was inducted into the Energy Efficiency Forum’s “Hall of Fame.”
Prior to his service in the Executive Branch, Garman served two United States Senators and two Senate Committees over the course of two decades. Since joining Jim Decker and John Sullivan in the formation of the firm in 2007, Garman has provided strategic counsel and effective advocacy to a variety of clients ranging from small startups to global Fortune 500 companies, helping them not only to anticipate and understand events in Washington, but also to help shape them.

Garman has also served on a variety of boards, advisory bodies and review panels for a variety of corporations, national laboratories, universities and non-profit organizations. Most recently, Garman served as Chairman of the Electric Power Research Institute’s Advisory Council; on a National Academy of Sciences Committee on Clean Energy Technologies, and on an Advisory Board to the National Renewable Energy Laboratory. He has also authored pieces that have appeared in the Wall Street Journal, Global Energy Affairs, Nature, Bloomberg and other media and scientific outlets. He holds a Bachelor of Arts in Public Policy from Duke University, and a Master of Science in Environmental Sciences from the Johns Hopkins University.

The Raphael Schmuecker Memorial Solar-Hydrogen System

The first public introduction of a complementary answer to critical global warming and world food supply questions.

An agricultural tractor running on a fuel mix of hydrogen and ammonia, synthesized from air and water using solar power, will demonstrate the ability to provide a renewable sourced hydrogen energy system which can also produce fertilizer.

The team behind the Raphael Schmuecker Memorial Solar-Hydrogen System demonstrated the tractor at the 12th Annual NH3 Fuel Conference on Monday, September 21st, at the Argonne National Laboratory.

A John Deere 7810 tractor is outfitted with a 9.4-liter OXXpower engine based on a Ford 460 cu-in V-8 design. The hydrogen/ammonia energy source is produced by a solar photovoltaic system with no greenhouse gases or carbon emissions. This carbon-free fuel source can be used worldwide to produce the fertilizer and fuel needed in agriculture while eliminating greenhouse gas and particulate emissions.

The 2015 NH3 Fuel Conference was held at Argonne National Laboratory: a center of excellence for research and development on transportation technologies and energy systems.
